Aerial View Maps

is there any FREE program I can can download in order to edit a picture?

I don't have adobe photoshop in my new mac. And I'm away at college, so I have no access to my computer back home. I have an old (and huge) aerial photograph of a place I am writing my term paper on, and I need to delineate the place I am talking about in that picture. So basically I just need to draw a boundary on the picture. Any free programs out there that would of help to me?
