Turning a topo map into a 3D vrml model?

I have a topographic map of some rural property that I would like to turn into a 3-D virtual representation with the intent of being able to model potential future structures on the property. What is the quickest, easiest, way (preferably shareware) to get from my topo map to a fairly high resolution 3D model?
