1. look at www.terraserver.com. You should be able to get photos from there
2. Your local library should have copies. (you know the place we have all forgotten since we got the Internet)
3. Good question. A starting point would be the Oconto and Brown county mapping or GIS departments. Otherwise, a fairly good option for you is contacting the University of Wisconsin at Green Bay. Their Geography Department may have a professor or database with access to aerial photographs (I am a former college geography major). And as final option the Wisconsin Department of Natural Resources may be able to provide you with what you are looking for. One note if you try contacting the DNR...... be as specific as you can when requesting photos. Knowing the exact geographic coordinates (latitude and longitude) will help you out immensely.
