Aerial View Maps

Map Drawing Software?

I am looking for a program that will enable me to take a detailed road map of the US (or more specifically, Florida) and draw custom lines, pins, points of interest, etc... I work for a construction company, and whereas we will have a certified surveyor come to survey the land, we want a program that we can use (that is user friendly), that we can use simple lines, pin points and notes. In the end...we want a map that we can put all of our jobs on, with a start point, end point and everything in between, for all of our jobs. This way, if we have a question on a job, all we have to do is go back to this one program that has our company notes in it. Is there any program out there that would do something like this? Any help would be greatly appreciated. As it stands right now, I am just taking an aerial map of the area that we are working on (for each job), then putting that image into Word and editing there...but we need something better. Thanks for your help!
